The Ministry of Information & Broadcasting (MIB) told the Parliamentary Committee on Communications and Information Technology it plans to set up an AI- and ML-driven communication hub under the MIB’s New Media Wing.
These include:
A Request for Proposal (RFP) for AI Services will be proposed: The Committee noted that the ministry will soon issue a limited RFP to empanel selected startups to regularly deliver AI services.
The Committee highlighted that Kalaa Setu and Bhasha Setu have selected 10 startups. Various media units—including the Press Information Bureau (PIB), the Central Bureau of Communication (CBC), DD, Akashvani, the New Media Wing, and the Publications Division—are currently piloting their AI services. These services include regional-language translation, video creation, subtitles, voice-overs, e-books, audiobooks, and dubbing.
AI-based content, anchors and translations can benefit Doordarshan (DD): “AI-based content generation can greatly benefit DD News in several areas, including AI anchors for recorded programs, AI-generated voice-overs, automated identification of packages and sound bytes, and translation into multiple regional languages,” the report noted.
The report also revealed that MIB has appointed the Joint Secretary (Industry) as its AI Nodal Officer, with a separate Officer on Special Duty (OSD) designated for its AI-Hub initiatives (like Bhasha Setu and Kala Setu). Meanwhile, it said that the Digital Media Section oversees AI-related matters.
Commercial interest vs public service mandate, the dual Challenge of DD: “As a Public Service Broadcaster,…. Doordarshan faces the dual challenge of adhering to its public service mandate, as outlined in the Prasar Bharati Act, and competing with private television channels/platforms in a commercially viable manner,” said the ministry.
It also said the broader media landscape, including several OTT platforms, “has unfortunately also given rise to content that often trivialises relationships, promotes vulgarity, and indulges in superstitions and sensationalism.”
Pay-per-view model underway to Waves OTT: “The Committee is given to understand that the Ministry is bringing a structured Pay-Per-View (PPV) Policy Framework, so that the platform becomes sustainable and does not require greater budgetary support,” according to the report.
“Prasar Bharati has recently framed a new policy, namely ‘The PPV Pilot Framework 2025–26’. The model intends a transparent, performance-linked system rewarding creators based on validated audience engagement data through the Waves Analytics System,” read the report, while noting that the Inviting Programme Proposals were issued in September, 2025.
On the outcomes of Content Sourcing Policy 2024: “This has also led to acquire content in various modes such as commissioning, royalty/licensing, RSM [Revenue Share Model], Gratis [without charge], Sponsorship and App in App integration not for only linear platforms but also for digital platform -the newly launched OTT (Waves PB),” said MIB.
